NHiS Commissioning Excellence appoints Associate Director for mental health support service

NHiS Commissioning Excellence, which helps the NHS and related patient organisations to plan and commission services, has appointed Laurence Mascarenhas as an Associate Director for its mental health support service.

In his new role, Laurence will help the NHS to achieve the transformational change in services and attitude outlined in the Five Year Forward View, and to ensure that mental health is given the same priority as physical health.

With 20 years’ experience of working in the NHS, Laurence has conducted a number of service reviews, redesigned care pathways, and implemented transformation projects for various long-term conditions, including mental health.

He joins NHiS from the NHS Merton Clinical Commissioning Group (CCG), in London where he was Clinical Commissioning Manager, for more than two years. In this role, he developed policies and commissioning frameworks for people with mental health conditions and contributed to mental health reviews and needs assessments.

He also worked closely with the local authority to publish the Merton Mental Health Needs Assessment and represented Merton CCG on the steering group for the development of the Dementia Hub managed by the Alzheimer’s Society.

Additionally, Laurence was responsible for establishing a new service for complex anxiety and depression for Merton CCG, local provision of ADHD services, and the delivery of the Quality, Innovation, Productivity and Prevention (QIPP) agenda.

Prior to that, Laurence worked for NHS Surrey Primary Care Trust as Service Development & Commissioning Manager for more than five years. During this time, he also had a two-year secondment to a social enterprise as an Associate Director.

Laurence said: “As mental health has moved up the policy agenda across Government, improving outcomes for patients and ensuring that mental health is given the same attention as physical health, has become a major commissioning priority.

“Through its mental health support service, NHiS Commissioning Excellence is committed to helping the NHS and other patient organisations implement the necessary changes and I look forward to playing a key role in it.”
