Laurence Mascarenhas

Commissioning Adviser for Commissioning Excellence

About Laurence

Laurence joins the Directorate of Commissioning Excellence covering London and Southeast England having worked in the NHS for 20 years, across multi-agencies in the public, private and third sectors.

After his exit from the NHS, Laurence returned to work for a not for profit organisation, following an earlier two year secondment as an Associate Director from NHS Surrey. During his time in the NHS Laurence has undertaken a number of service reviews, redesigned care pathways and implemented transformation projects for various long term conditions including mental health. Notable among them was the Virtual Wards in Croydon and Integrated care for patients with COPD in Surrey, which subsequently led to the improved management of respiratory illness in primary care.

As a Commissioner for mental health services in Southwest London, Laurence worked closely with the local authority to publish the Merton Mental Health Needs Assessment and represented Merton CCG on the Steering Group for the development of the Dementia Hub managed by the Alzheimer’s Society. Additionally, he was also responsible for the delivery of various QIPP projects.

Laurence is passionate about empowering people to manage their own health and as a member of the reference group for Quality Institute for Self-Management Education and Training (QISMET), has contributed to the development of quality standards for self-management.
